desirable that a charge should

be brought against Chau Ming under

Section 45 A of the Ordinance in

question and I would suggest that steps

should be taken accordingly, unless

there are serious objections to such a

course. If such objections do exist,

I shall be glad if you will state in

detail what they are, apart from the question of delay.

3. Although, nullum tempus occurrit

regi, I appreciate that the practice

of calling upon a man to answer a

charge, which might well have been brought

offence to which it related, was

because the accused may not then be in a

position to answer the charge effectively, and

the practice, therefore, is discouraged in
